International Conference on Forest Law Enforcement and Governance in Kyrgyzstan
From 31 July until 03 August 2007, Intercooperation facilitated a workshop in Kara Oi, Kyrgyzstan to finalise the Kyrgyz national strategy on Forest Law Enforcement and Governance.
The Forest Law Enforcement and Governance (FLEG) initiative aims at
combating the threats posed to forests by illegal logging, trade, poaching
and corruption. By signing the St. Petersburg Declaration on Forest Law
Enforcement and Governance in Europe and North Asia, the Government of
Kyrgyzstan committed itself to take measures to improve forest governance
and combat illegal logging.
The Kyrgyz stakeholders working on the legal framework
In the framework of the KIRFOR project, Intercooperation supported Kyrgyzstan in the drawing up of such a FLEG strategy. To this end, Intercooperation assisted a multidisciplinary working group formed of representatives of the main stakeholder groups (the State Agency for Environment Protection and Forestry, State Agency on Local Self Government, civil society and the private sector), who analysed the existing legal framework, identified the causes of illegal logging and formulated proposals to combat illegal logging.

The stakeholder workshop in Kara Oi finalised the proposal of the working group. Representatives of different Ministries and State Agencies, the Presidential Administration, of civil society, the private sector and the World Bank had the possibility to comment on the proposed national action plan and to prioritise the necessary actions. The national action plan will be disseminated to all stakeholders and the political endorsement of the action plan will be monitored by the KIRFOR project.
