Forest governance for fighting illegal logging in Europe and Central Asia
Objective of the assignment was facilitation and formulation of Forest Law Enforcement and Governance (FLEG) National Action Plans (NAP) and the related capacity development in Montenegro, Serbia, Albania and Moldova.
The NAPs have been elaborated in each country through stakeholder meetings, consultations and two workshops. In addition, capacity development activities were implemented by Intercooperation in Serbia, Montenegro and Albania, through national level training events in which most key stakeholders in each country took part. These workshops dedicated separate sessions for developing practical plan for NAP monitoring.
The topics developed for the training events were selected through participatory processes and answered the need of strengthening the capacities on forest governance and struggle against illegal activities in the forest sector. Both topics imply a long term engagement and commitment and that is why the aim of these training events was rather to open the participant’s minds to these important aspects, as a short term contribution to the implementation of the national action plans. Within the plans, on the other hand, some long term capacity development needs are proposed.
Finally, a one-day wrap up seminar took place in Budva, Montenegro to allow a regional exchange of experiences between the representatives of Serbia, Montenegro and Albania with regard to strengths and weaknesses of the process of NAP elaboration and launching, as well as to review the process and the implementation of the mandate and to draw lessons learned.
