New Project in Albania gets underway

After a short introduction phase, in 1 July 2006 IC started a new „Decentralization and Local Development Programme“ (DLDP) in Northern Albania. Financed by SDC (phase 1: July 2006 – December 2009), the project functions through a programme support office in Shkodra.

The main DLDP goal is to support a group of 8 partner municipalities and communes in the Shkodra region - in close cooperation with citizens and civil society organisations - to successfully plan, implement and monitor a comprehensive and balanced process of decentralisation and local development.

The following five working domains have been agreed with the partners:

  1. Strategic planning (including monitoring and quality management)
  2. Public services provision, management and administration
  3. Financial management (incl. local tax collection and participatory budgeting)
  4. Participation of the civil society (including communication with the citizens)
  5. Inter-municipal exchange and cooperation, as well as contributing to the national policy dialogue (horizontal and vertical integration)

Achieving more together

Helvetas and Intercooperation entered a strategic partnership in 2008. Within the next 12 months, they will become one organisation under the name of HELVETAS Swiss Intercooperation.
