MSP Serbia (Municipal Support Programme Serbia)
Description
The overall goal of the Municipal Support Program (MSP) is to promote autonomous, effective and accountable municipal management. The MSP is strategically oriented to promote "transformation objectives" in the area of municipal management, including institutional decentralisation, organisational development and human resources development. It also supports local efforts to improve municipal services and social development while expanding the active participation of citizens in governance processes. As a demand-driven program, MSP provides support to policy-making, participatory action planning, project design, project funding and institutional learning. MSP is active in central and southern Serbia with its programme office in Kraljevo. The current main partners are the municipalities Cacak, Kraljevo, Poega and Uice. New municipalities will become members during 2005
