BSM for MSP (Backstopping Mandate for the Municipal Support Programme Phase 3, Serbia)
Description
In this the third phase of the project, an organisation formed by staff of the former project support unit (MSP Consulting Ltd.), is responsible for implementing the Municipal Support Programme. Intercooperation will work in partnership with the Local Government Initiative Development Ltd. (Budapest), to coach the team in the implementation of the project and in their transformation into an independent and sustainable organisation. The backstopping mandate covers the following areas: 1. support to project cycle management; 2. providing recommendations to the project's strategic orientation; 3. providing thematic support in the three working areas and in knowledge management; 4. international networking; 5. support to MSP Consulting Ltd.'s organisational development. The Municipal Support Programme's objective is that partner municipalities show high levels of efficiency, accountability and transparency, fully using and strengthening local autonomy and inter-municipal and regional cooperation in the legal and institutional framework. Through supporting capacity development and reform processes, MSP works in three areas: 1. municipal governance; 2. municipal management; 3. intermunicipal cooperation and regional development.
