LOGOS - phase II (2010-2012) (Swiss Kosovo Local Governance and Decentralization Support)

Key message: Through LOGOS selected partner municipalities in South Eastern Kosovo are more accountable, transparent, equitable and effective in local governance and able to deliver key services to satisfy all citizen groups.

Description

LOGOS contributes to the strengthening of Local Governance and Decentralization reforms in municipalities in South Eastern Kosovo, thus contributing to democratization and citizen participation in a multiethnic state and society.

In its fist 3-year phase (2007-2009) the project LOGOS supported 2 South-Eastern municipalities Viti and Kamenica and 5 villages in each. In 2009, the project was extended to the ethnically mixed municipality of Novo Brdo and 3 of its villages. Main results of the first phase include:
At the village level: Participative practices and mechanisms of bottom-up planning and shaping village development were introduced and village development plans elaborated in selected villages of partner municipalities in 9 villages. Public infrastructure projects were jointly identified and realised with co-financing by the community, the municipality and LOGOS in 13 villages.
At the municipality level: Capacities in public procurement, information sharing, transparency and citizen participation were improved in the three partner municipalities. Municipal bulletins, public hearings, etc. helped to improve communication with citizens and information technology (IT) infrastructure was strengthened.
At the national level: LOGOS supported the role of Association of Kosovo Municipalities (AKM) in facilitating inter-municipal exchange and learning. AKM was also utilised as a channel for dissemination of good practices and materials developed by LOGOS to other municipalities.

The design of the second phase of LOGOS relies on the experience of the previous phase, as much as a thorough situation assessment conducted in the municipalities of the South-East of Kosovo. The project also takes into consideration priorities put forward by the government of Kosovo (namely the Ministry for Local Government Administration), the Association of Kosovo Municipalities and the leadership of consulted municipalities.

This second phase of LOGOS (2010-2012) puts the focus on supporting a group of 8 municipalities in South Eastern Kosovo in municipal and urban planning, financial management, municipal services and modernisation of administration, including a municipal project fund of 1’310’000 CHF applying on budget support mechanisms.
