ATICA (Agua Tierra Campesina)

Description

The Program Agua Tierra Campesina (ATICA), funded by SDC and implemented by IC, began activities in 1999 with a horizon of 10 to 12 years. ATICA facilitates the generation and implementation of local projects (at municipal level) aimed at increasing agricultural production and the sustainable management of natural resources. The project works directly with the municipal governments and farming communities in the inter-Andean valleys of Bolivia (mainly the departments of Cochabamba and Chuquisaca). It has developed a methodology called "qualified demand" (demanda calificada) which aims to strengthen the formally established process of generation and implementation of projects at municipal level by the various key stakeholders, notably the local (municipal) government, farming communities, and service providers. The methodology provides a set of tools to farming communities, enabling them to express their ideas and wishes and anticipate the impact of their local project; a service provider then translates this into a formal project design. During project design and implementation, the farmers use the tool of “client satisfaction" to communicate with the service provider and project supervisor. During and after project completion, farmers evaluate the effects through a local impact monitoring system.
