ISPS (Indo Swiss Project Sikkim)

Description

The project was set up in 1993 as an initiative of bilateral cooperation. Within the framework of sustainable resource management, ISPS aims to improve the livelihood of small and marginal farmers in rural Sikkim by fostering the income generating capacities and strengthening need based service delivery systems within the partner departments. The collaboration led to the establishment of coherent cattle breeding programs and development of an appropriate disease monitoring system. In the horticulture sector an appropriate ginger disease management system and an innovative cardamom curing technology has been developed. A cooperative development program and support to the local milk union based on a “Turn Around Plan” resulted in improvements in operational and administrative aspects of the union. Production of gouda cheese as value addition to milk was taken up in a remote area of Sikkim where regular milk marketing was a constraint for the farmers.

The nature of collaboration of the project is changing from technical support to “Human and Institutional Development” for sustainable development. Actors such as NGOs, Panchayats and CBOs assume a prominent role in the agricultural sector. The project strategy in the current phase is to give more prominence to strengthening the forces of local self governance and the civil society.
