Kirfor - phasing V (1.01.08-30.04.2010) (Kyrgyz-Swiss Forestry Support Programme)
Description
Started in 1995, the Kyrgyz-Swiss Forestry Support Programme (KIRFOR) reached its fourth phase. The period 2004 to 2007 of KIRFOR programme is a consolidation phase with a declining financial input, focusing on finishing various aspects of the ongoing transformation process in the forestry sector. The objectives of the phase are to support the State Forest Bodies in achieving the reform process started with the approval of the Forestry Concept of 1999, to finalise the development of modern forestry management tools, to promote the handing-over of productive activities in forest management to the private sector, to further consolidate and geographically expand Collaborative Forest Management in the walnut fruit forest, and to support adequate education and research for the sector. While the State Forest Bodies still remain the main partners, more and more KIRFOR is working with the entrepreneurs,local populations and local government bodies, which are becoming key players in forest use and management. The programme approach used in the project aims to bring the partners together to create the necessary links between the different aspects of the sector, so that shared decisions are taken in a coherent way, promoting a simultaneous and harmonious development of the sector components.
