The overall goal of the project is to empower rural communities, particularly the socially and economically marginalized through PRIs.

The pace and extent of devolution of functions to panchayats has been considerably influenced by the capacities existing at different levels of the Panchayati Raj Institutions (PRIs). The absence of local capacities within panchayats and the lack of lateral linkages that can support the PRIs in planning and implementation has led to a situation where responsibilities that are meant to be devolved to the lowest level are performed at the highest level of the three tier structure. In the absence of Panchayat level micro plans in most states, the PRIs lack a framework from within which activities could be proposed. There is a strong felt need for the development of a "menu of options" from which panchayats may pick and choose activities, depending on the demand for work and the resources available. In the framework of this context, a pilot project on Integrated Natural Resources Management is being implemented through the involvement of PRIs in Bidar District in Northern Karnataka. The project is funded by SDC, managed/coordinated by Intercooperation and implemented by the Bonthi Gram Panchayat. This pilot initiative on decentralization is expected to generate experiences that will contribute towards developing a bottom up district planning process.
