INTERCOOPERATION (IC) is a Swiss Foundation specialized in international development cooperation. Our working domains are Governance and Natural Resources, Environment and Climate Change, Income and Food Security. Our main activities are thematic and methodological advisory services and the planning and implementing of development projects in all continents.

We are looking for an 80%-100% position to strengthen the team at our head office in Berne

Specialist in local governance and decentralisation

Duration: 2-year contract, with possibility of extension
Start: May 2010 or upon agreement

Main tasks
  • Advisory and training services on governance and decentralisation, with a particular focus on local governance, municipal development and participatory processes, for IC’s project and programme staff in the field and for external clients
  • Operational responsibility for specific municipal development/decentralisation projects
  • Monitoring and evaluation of projects and programmes dealing with local governance and decentralisation, often related to management of natural resources
  • Knowledge management and networking, i.e. elaboration of case studies, organisation of e-learning and CoPs for IC collaborators in the head office, delegations and projects and for strategic partners; networking and exchange of experience and knowledge with other Swiss and international actors
  • Acquisition of new mandates and projects in the field of local governance and decentralisation

Profile

  • Master degree in political science, law, public administration or similar with specialisation in governance
  • Sound knowledge of concepts and approaches of international organisations to support decentralization and governance processes, especially of SDC, EU, UN and WB
  • Knowledge and experience on related “good practices” and methodologies, as well as in project cycle management
  • At least eight years of working experience in the required fields in at least two continents
  • Strong advisory and training skills
  • Good communication and networking skills
  • Good analytical and reporting skills
  • Excellent oral and written command of English, good knowledge of German and/or French; good knowledge of Spanish would be an additional asset
  • Availability for frequent travelling
